This is the decor from The Sims 4 Base Game called Shoe Rack for The Sims 2, and the 3 recolours that come with the Sims 4 version. All of the colours are self-contained in the same package as the mesh. It's found in decorative/sculpture and costs 120 simoleons. The poly count is 820. Enjoy!
