This is the decor from The Sims 4 Base Game called Condiment Basket for The Sims 2, and the 3 recolours that come with the Sims 4 version. All of the recolours are self-contained in the same package as the mesh. This is also a valid centerpiece, meaning sims will push their chair in to eat when this is on a table. It's found in decorative/sculpture, and the price is 220 simoleons. Enjoy!
