Red, White and Blue recolour of his 'The Sims 4 Balloons And A Banner For The Sims 2'. You will need the MESH by TheNinthWave, it and original Sims 4 colours can be found HERE.

These are base game compatible, no EP's or SP's required!

Found: Buy Mode > Decorative > Wall Hangings.  Price: §60.

Files have been compressed and checked in game. A screenshot is included in the zip file.
