There is a common misconception that you cannot use SimPE with the game running. You can use SimPe with the game running, however you cannot open SimPe once the game has started. You will have to be already working in SimPe. Also you cannot save your changes until you close the game, but this is only if you are saving your file to the downloads or saved sims folders.
I did not know that. I've been using SimPE for over 6 years :O
